I have checked the service manual, and while it shows the location and purpose of each relay, it does not address proper insertion of same.
I just went out and checked in my 2004 Ion 2 (same electrical system as 2003), and can see your dilemma. The two black relays (3602) can only go in one way, as they have five pins, a row of two and a row of three. However, the 3604 gray relays only have four pins, two rows of two pins. All relays in my car have a modified corner, as shown in the picture here. And all corners on the six relays in my car are oriented the same way - toward the upper right in your picture. Your picture shows the lower two relays oriented 180° from what mine are.
I'm not going to swap any of my relays around for testing purposes, as everything is working properly, and has since I got the car four years ago. I recommend you orient the corners of all relays the same. Not saying that is the right way, just my belief that it is.
