These wheel speed sensors are parts of the wheel hub assembly. The tone ring? Is inside the bearing assembly. I doubt your antilock brake problems are at the wheel ends. It is much more likely to be a module, the antilock is probably part of a traction control, roll stability control module. Your VUE is very similar to other GM models.

The EBCM is known to be problematic on these vehicles. I did not want to rush to judgment without checking some simple stuff first if possible. This might confirm Andy's suspicions of a module issue.

I've suspected electrical issue all along since codes come and go and one of the codes is C0899 Device Voltage Low even though alternator putting out 15V when running.
I assume the EBCM is not a cheap replacement. Thoughts on how to prove it is the problem?
Part number for replacement? Looking on RockAuto I cannot find EBCM, only BCM or ECM.

Part number from charm.li is 19153229. Part shows as available from GM Parts Giant ($220), AutoZone ($270), and multiple sellers on eBay starting at $500.
