Serpentine belt has little tension

My car: 1998 Saturn SL1 1.9L SOHC



My belt kept slipping off, so I figured it was time for a new one. I
get a new one, pop it in, and it's just as loose as the old one. The
tensioner is as tight as it'll get. What gives!? Thanks!

Oh, and it's w/o power steering and w/ A/C.

The belt is either routed incorrectly or yout tensioner is bad. My guess is a bad tensioner.
