1995 Saturn not starting.everything is good except fuel system.how do you check?

Moved to S series section from Engine/Internal (?????)
1)Check fuel pump fuse
2)Check Fuel Injector fuse.
3)Check fuel pump relay
Turn key to on. You should hear a quiet hum for about three seconds, then a distinct "click."
This is the fuel pump relay being engaged to prime the fuel system. The click is when the relay opens.
If you don't hear a hum and a click, your fuel pump is not being energized. The fuel pump relay must be closed for current to reach the fuel pump.
So if no hum, no click, fuel pump not energized. But Why NOT?
Multiple answers to that question.
