Default Hard brake pedal-everything brand new

OK, I'm baffled by this one. 03 Saturn L200, 120k miles, awesome shape. Runs great and has been a great car. But several years ago, I noticed the brake pedal all of a sudden stiff. It wasn't a daily driver so wasn't a big deal. Over the last two years, though, I have replaced damn near EVERYTHING related and still no change. Replaced all brakes, rear wheel cylinders (for other reasons), Mast Cyl, brake booster, vacuum line and check valve going to the booster. Even tested the small check vale in the booster vacuum line that is at the valve cover. When I pulled the vacuum line off to change it, there was plenty of vacuum at that port. At this point I am baffled. Car stops fine but the pedal is still stiff and it's harder to stop.

Not sure if related, but the cruise control seemed to stop working somewhere about the same time, I think. Fuses for CC are fine. I was wondering if the CC unit relies on vacuum pressure in any way and if so, maybe the two issues are related. I can hear the brake light switch engage when I tap the pedal so it's not a problem of the switch being out of adjustment, I don't think. Really at a loss. Daughter's going off to college in Sept and need to get this resolved somehow. Thanks.

This series of car has a poorly designed booster. If you have a stiff pedal with little assist I would replace the booster again. You will not hear a hiss inside the car when the booster fails on this car. The booster is entirely in the engine bay.
