What RPM should be at 80 mph automatic trans?

What RPM should be at 80 mph automatic trans?
I have a 2004 Saturn Ion 2.2litre with an automatic trans. The RPM's are over 3,000 @ 80 mph. I believe the RPM'S were below that when I purchased the car. If it is not shifting into Over Drive. What possible things can I look for? No codes. Car shifts good other than that. The center console only has a (L) (I) (D) for the forward gears.
