sometimes starts sometimes not batt is 12.6v when off and 13.8 when car is on connections are tight and clean! what else should be looked at? ignition switch?? are there any known problems with these cars? its a pretty basic car no power anything doesnt even have a cd player.... just factory radio 99 saturn 3door ---any help will be greatly appreciated

Check for corrosion inside the positive battery cable.
