OBD communication issue

OBD communication issue
So firstly, I skimmed through all 30 pages and didn’t see anything directly relate to what I’m experiencing.
I have a 2003 4 cyl, 5 speed fwd vue. It did sit for about a year and a half, then about 6 months ago we needed to use it again, threw in a battery and fresh fluids and all is well. Runs and drives great.
didnt plug in a scanner as it illuminated check engine at KON and went off when started.
We went to smog and it wouldn’t communicate. I’ve checked every fuse on the car, none blown, no evidence of any critters getting in, unplugged a few engine sensors and tried scanning inbetween, still no communication.
the only very off thing is, the scan tool detects protocols fine, but when attempting to retrieve data it gets stuck, and every gauge on the car goes to zero, and doesn’t effect the functions or engine running.
any help in a direction to go would be greatly appreciated.
