2002 Saturn SL1 CRUISE CONTROL
My 2002 Saturn SL1 did not come equipped with cruise control. I was able to get the module and a steering wheel with clock spring from a donor vehicle.
one day while looking at the fuse panel my friend noticed there was a fuse in the panel where a fuse woukd go for cruise control. When he pulled it out, there were electrical contacts for each side of the fuse.
Can I install the steering wheel and module and hook them up and have working cruise co trol or would I still need to have the pcm reflashed to enable it? There seems to be no one around that can perform a reflash on my car

I do believe any GM dealer can do it if they really want to.
The issue is they do not keep the software in-house and it is not available necessarily through their service online network. They have to special order the software, they need to use a Tech II and a particular service bay computer type to make it all happen.
Most gm dealers probably don't have that computer anymore and I don't know what they use for hand diagnostics tools, meaning I don't know if the tech 2 is still used.
Actually I'm not sure if that is programmed into the PCM or the BCM. S cars did not get BCMs until 99 I believe.
You said that there was a fuse present and it had contacts underneath. What you need to do is measure the voltage of each side to a known ground. If one of those sides shows 12 volts then you should be able to use it. It does not have to be always on since I don't think you'll be using cruise with the key off. There are often open slots in a fuse panel or junction box. Some are truly unused and have no connections, others are powered and always on, and others are key on only. So you have to figure out which it is.
A good schematic of the BCM and the PCM should elucidate which of the two if not both control the cruise. I'm thinking the BCM tells the PCM what to do, but that's just a guess. The schematics should tell you.

I'm familiar with what you described with open slots, key and non - key activated slots etc. I thought it was odd that there would Abe a fuse in the cruise slot on a car that doesn't have it. Maybe a previous owner wanted to or tried to add cruise in the past, it didn't work, so they removed the module and steering wheel but forgot about the fuse. Maybe it was a factory mistake. Who knows. I actually don't know that my car wasn't equipped from the factory with cruise. I will make a call to a dealer and have them look up the build manifest to see if it was or wasn't.
I believe my friend worked at a place with a Tech II because when i told him thats what i needed to find, he said they had one. But whether or not they have access to the GM files is another story. Ill keep looki g around and see what i can come up with.
Thanks for the reply!
