Thanks, Ill check the fuses when I get home tonite.
I do have power locks. The locks work and the dome light flashes when the alarm is activated. I can hear a relay inside the car click when the light flashes but no horn.

 

Solved:
I found a corroded wire going from the horn switch wire in the connector to the low side of the relay coil. The wire had a split in the insulation and the copper wire rotted. That was the reason there was no 12volts at horn switch wire.
