Default Wont Start/ Half of electrical not working

Hello all. I have a 2008 Vue XE 4cyl. Its my Florida car and is stored in my garage. No smell of mice in car or under hood. Car won't start and a lot of electrical does not work. tested battery and it currently showing 12.4v. ran a jumper wire to starter solenoid and starter engages and turns over engine with no problem, also had key to on position. checked microswitch on shifter and is making continuity when in park. no lights work: emergency, interior, headlights, blinkers, nothing. radio shows time but doesn't turn on when ignition is turned on. after turning ignition switch to on position it takes 4 seconds for some of the dash lights to come on. security light turns off after a few seconds afterwards. wipers and horn work. have swapped relays in engine fuse box to test. have ohmed out all fuses in engine and interior panels. checked fusible link. disassembled engine bay fuse panel to inspect connectors for damaged or burned pins. can anybody supply info on what could be the problem or where i should look/test next?

Do you have a code reader? If so see if it will communicate with your car. Tell us what you find please. The car has a body control module that just about everything electrical runs through. I looked a few circuits that you reported as not working and they all run through that module.

The horn is not a BCM function.

The wipers run through the BCM.

i do not have code reader. i think auto parts stores still let you borrow. i will check each connector on module and voltages
