BCM Programming Issue

BCM Programming Issue
I have a 2007 Vue. I LOVE my car. However, my BCM went out in Dec. The GM dealer has had it since before Christmas. They have tried two different BCMs. Neither one will take the download program from GM. So, the tech has concluded the issue is with the download he is getting from GM. We are currently in limbo waiting on GM corporate to come up with a solution. Meanwhile, I've been without a car for over a month. Has anyone had a similar problem with the BCM not taking the program? I know there are issues with the first generation Vues and the BCMs failing, but this isn't a first generation and the issue is the GM download not working. If anyone has had this issue, how did you get it resolved? Any help is greatly appreciated.

2007 is the last year of the 1st gen Vues. I'm quite sure b/c/ I owned a 2008 Vue.
Have they considered contacting the supplier who rebuilds the BCMs and/or reflashing a junkyard unit (which normally they want nothing to do with?
I suspect something simple like a memory chip config has been substituted by some 23 year old whiz kid during the reman process.
Can they store ANY program on it, or is it just yours that won't take?
