When replacing a purge valve we always blow air through the purge line to make sure there are no charcoal pieces in it. If your canister is bad it can allow for pieces of charcoal to get into the line which will cause the valve to stick.
You need to check the canister and blow out the lines.

Is the EVAP Canister the same as the Charcoal canister which is underneath the left rear passenger side of the vehicle? By air, does compressed air work?

Two names same piece. Compressed air is what we use. Not high pressure.
