it's a 19 year old ride that runs fine. It will never be as close to perfect as it was from the factory.
Chasing this one (via fuel tank drop, sender handling, filler neck disconnect, pump replacement, etc, may solve your problem -- or it may not.
If you can spare a few seconds before cranking, personally, I don't really think it is worth the time or money.
For the record, by NOT trying to crank immediately and waiting till the Service light went out, then cranking, I saved enough wear on my OEM starter to get 230K of it. No joke.
And fuel regulators in the 99 I BELIEVE are integrated into the fuel filters. Double check that -- my memory is a sieve.
