Saturn S Series Sedan SL, SL1, and SL2

Shifting Issues -- is this normal?

I think my fiance's 94 SL-1 has an issue with the transmission. I feel like maybe its skipping 2nd (or 1st?!) gear. Its been doing this for the 3 years she's owned it and I always felt like the trans was slipping in 1st or second but its been perfectly drivable and we didnt really want to spend the money to fix it. I decided to take a good look at it tonight though, and here's what I found.1. When I put it into 2nd gear on the gear selector, a buzzing noise comes from the valve body. It doesn't do that in any other selection.2. When 2nd is selected and I drive it, I never hear it shift or see a change in the RPMs. It does however, blip about 100 rpms at one point where (my guess is) its trying to shift. I simply dont think that can be enough of an RPM change to be a complete shift.3. The car still has decent power... leading me to think that it isnt stuck in 2nd because that would cause it to have very little power I assume.4. The problem is much worse when it is cold outside.What do you guys think? I read something somewhere about shift solenoids possibly being the culprit, but before we lay down some cash I thought I'd post it on the forum.
