Seat Belt Stuck

The passenger seat belt is stuck in the "open" position so the clip is on the windshield side. Anyone know how to fix this? I haven't taken apart the trim yet to get to the motor but I just want to see if anyone has solved this problem. Even if I dont get it to move, I would just like it to be positioned so it's safe to have someone sit in that seat.

use the manual clip for the track located in the glovebox so the shoulder belt can be connected. The automatic belt motor and guide is one unit and has to be changed out.
