I was just going through my 91-93 Saturn Chilton's manual looking for something else and came across the tidbit that if you get a Code 14 (CTS circuit out of range HIGH) --which means high TEMP not high RESISTANCE (and thus low temp), the fan will indeed run at all times to protect the engine.
So, in standard fashion, Keith was right -- and instinctually it makes sense. I have just never come across it in my 11 years on this forum. I should have taken the time to look it up
