Where is it in a 99 model? The car won't start and the numbers won't come up on the stereo, the cigarette lighter doesn't work and the dome light doesn't work. What could be the problem?

Sounds more like a battery issue/fuse issue

The headlights, tail lights, and dash lights all come on. We checked all the fuses and they're all fine. I will see about swapping another battery into it.

1) Does the engine crank when you turn the key, or is there silence? (Battery)
2) Has the car sat without running/moving for a while? (Maybe a damaged or loose wiring harness eaten through by some varmint)
3) Fuses checked with ohmmeter for continuity, or just a visual check?

It cranks, and it sat but maybe 5 minutes. I only did a visual check on all the fuses. Thank you for your time.

See if you can jump it with a larger battery in the donor car -- use good thick cables.
Also check positive cable at battery for deterioration, and neg connection to ground.

When some stuff works and other stuff doesn't it is usually battery or battery related (cables). Usually though, the battery will not be strong enough to crank the engine....

---- A GENERAL COMMENT FOR ALL SATURN USERS ----

Check and replace the battery cables first

Jumped it and it didn't do any good. Another thing I noticed about the stereo it won't switch stations at all you can adjust the volume but thats all. The thing is just 5 minutes before this happened I was backing it out of the driveway until I knocked over a recycling bin and picked it up and got in started it up and put it in reverse and it died.

Most people connect the jumper cables to the positive terminal of the battery in question, and the negative side to the frame (ground). Technically correct for most issues, but - IF THE POSITIVE CABLE IS BAD, IT WON'T HELP.
