Default Clogged Fuel Return Line

I have a 1994 SL1 SOHC TBI Saturn. I recently replaced a mostly severed hose that was only a few millimeters intact for the fuel return line. So all it was doing was holding the hose. Its been like that for years I found out. So much fuel would pour out when the engine wad cold.

My first question is this: How would I know if the fuel return line is blocked in any way?

My second question: Was my Saturn originally built with a 3/8" metal fuel return line from the engine, then was connected to a 1/4" outer diameter hose that went to the fuel tank? I find it odd that it would be a thick line to a thin one.

If you have a blocked return line your fuel pressure would be much higher than desired.

Does anybody know if my TBI engine has a fuel pressure test connection, or off I have to install one myself?
