If I read your post correctly, you said a valve or something let "freon spray out" I have no idea what would cause that! I believe your mistaken as there is such a small amount of freon in the system that it would not spray out very many times or for very long. If you system is low on charge it will cycle off and on every few seconds. There is a low pressure switch in the system that will shut the compressor down as pressure drops (99.9% of the time as result of low charge) Your fan must run when the A/C is on if not your system will build very high pressure and cause the compressor to shut down. I must agree with all others, get the leak repaired if possible, add a full charge then worry about fans, relays etc. If the fan does not come on with the A/C you will find it very hard if not impossible to add a full charge to the system.
