my 94 sl1 shoulder harness seat belts do not move..have no blown fuses.. any ideas on where to look next?

Go to Passive Restraint Control Module (PRCM) and make sure all three connectors are securely plugged into the module.

Oh, when you leave the key in the ignition, and open the door, does the chime go off ??

I am having this exact same problem! except it is only on my drivers side. I have checked the fuses under the hood, but i dont know what the fuses and relays are under the A/C console. Anybody have a fuse diagram for that?

Its either:

-Faulty Passive Restraint Module (very common)
-Blown PREST fuse in interior fuse panel, not the underhood one.
-Bad auto seatbelt assembly. (common when its not properly maintained)

my "PREST" fuse wasn''t blown, i was however missing the fuse for the "PARK". so i put another one of those in, was it needed? also, i looked at my PRCM and it was so disgusting i didn''t even want to mess with it.

No, the PARK fuse was applicable to the 1991 coupe only ...

If the PRCM is as ''disgusting'' as you claim, it has probably failed. You might check your local wrecking yards for a used unit. The yards don not usually pull/keep these, so it is possible they will have you do the work, and charge you a small fee for the effort. Good luck, I am heading down to my yard nearby to do the same thing ...

Its just so perfect for a cup holder! I have spilled a few drinks in there so that''s probably it. but, the passenger side auto seat belt works great, Is that common?

It happens. Whenever I pick up a 91-94 with the autmoatic belts, I just do a swap over to the 1995+ fixed style.

Replacing the module or swapping in 95+ style seatbelts?
