ECTS is likely defective and will cause engine to run excessively rich when it fails. Never seems to throw a code.

Change ects (two wire coolant sensor mounted in head) and connector.
Use gm dealer parts.

When you replace your ECTS, make sure you get one with the metal tip. Also, it's always a good idea to change out the electrical connector for the ECTS at the same time. Adds a little cost to the job, but makes for a much better connection.

As always, use OEM parts ...

either fuse is blown, motors are dead, control module is dead, or any combination of the above.

Don't forget it is cable operated and the cable wears and jumps the track and jams. How do you fix it?
When mine did that it was till under some kind of warranty. Should it happen again. As far as I am concerned you don't fix it.
If you do find a blown fuse and replacing it does not take care of things, then see previous sentence and learn to live with it.
Or figure out how to install aftermarket shoulder belts. The are available and it would probably be more affordable to buy and install them along with taking care of what ever interior or cabin cosmetic are damaged by the installation.

oh, the car should have shipped with two metal hooks in the glove box that you insert into the tracks about shoulder height. They have the male end of the seatbelt latch and thus allow you to securely attach the seltbelts.

Forgot about the cables.

I traded in my 92SL2 back in 97 -- when the seatbelts still worked
