Probably a burnt ground under the dash. I am out of town this week.

Under the dash, behind the glove box tucked up into a hole to the left is a resistor module that controls things. They go bad and need to be replaced. While they are dying, they exhibit odd symptoms. Like no fan, or fan running but you're not able to direct the air to the upper vents, or air only from the defrost vents. Which works fine in winter when you want the windows defrosted or heat on the floor, but not in summer heat when you want AC from the chest level vents. There is actually a HexFet active transistor device inside the module that can be replaced but it's easier to just buy a new module.

See if this page at Rock Auto has a unit like yours, note that this link is for the 2.2 L engine, if yours is different change the search: Control Module

It's not fun getting to as it's stuffed up into a small cubby hole to the upper left behind the glove box. Remove the glove box and you can spot the 3 wires. This is a common failure item in the L Saturns.

Does it work on any of the settings.... Specifically on high?
High usually derives its power not through the resistor pack.

This is the auto temp blower resistor.
