From the 2007 Ion owners manual:

"If the word OFF or the off symbol is lit on the airbag status indicator, it means that the passenger sensing system has turned off the right front passenger’s frontal airbag." (page 169)

If there is no one in the front passenger seat, this is normal. If there is someone in the seat, it needs to be investigated and corrected, as the airbag will not deploy in an accident.

Sorry, I posted about this on the no longer available saturn fans forum and reddit as well and must've thought I mentioned certain things. Kinda got my posts mixed up I think

I don't have my manual on me at the moment and don't know the next time I'll get to it. Does it say that this code should pop up. I don't ever remember seeing this code before and I've scanned it many times. Also, in my other car, the "passenger airbag off" light is lit but it doesn't cause a DTC code to pop up when scanned. I think maybe the cord pins got moisture in them. I'll look into it and update when I get a chance

As stated, the light lit with no one in the seat is normal, as you verified in your other car. The code B0092 indicates a fault with the 'Passenger Present System' in the passenger seat. Either an internal fault in the control module for that unit, or, it can also throw the code if the seat gets wet. In either of these cases, the light will remain lit even with a passenger in the seat until the problem is found and corrected. And the passenger air bag will not deploy if in an accident.
