As to the mounting straps. I don't remember the width but the answer is yes, they must be reinstalled AND fastened in order for the tank to reliably be held in place.
As for your question about the EVAP components mounted above the tank, yes, they are. I agree with you that it makes perfect sense to replace all of the fully functional EVAP components because you never know when one could fail, even on a newer car like the ion.
Regarding your very specific question regarding driving the vehicle without the gas tank attached, I don't recommend it as the fuel pressure at the rail will suffer and subpar performance may result.
