Mysterious lever

I posted this on the Tech page and didn't get any responses.
Just purchased a 1996 Saturn SC2
coupe. I am checking it out before my grandson takes over.
There is a small lever on the outside back corner of each front seat
(not the reclining lever). It does nothing that I can see.
I removed the plastic panel that covers it. The lever pivots on
one screw hole. There is another hole on the lever that is not
hooked to anything and there appears to be nothing to hook it to.
Should it possibly be hooked to a wire of some kind to release the seat
forward and back lever on the front of the seat? If not, what is it for please? Thanks, Joe
