Question will not rev
2003 ion will not rev over 4,000 rpm with car in park

Not supposed to. It has a rev limiter to prevent you from blowing up the engine.

Indeed it will not.
Why would you need to?

Might be able to remove as part of a tune but not all of the ions were supported.
