I've never had the ability to configure the forum so that everyone can upload their own avatars.

Mods and admins have sufficient rights to upload them for any user. I haven't heard anyone ask for one anytime recently except for the cat butt guy. Attach whatever you want as a JPEG to a forum p.m. and as long as it's not a cat butt or similarly themed animal or human anatomical structure, you'll probably get with your ask for.

It saddens me that I may have to decline the posting of material based on disrespect of the animal.
