I have a 1995 sl2 Saturn hooking an after market stereo but the constant battery wire has no power. I have checked all fuses and still have no power wondering if I知 missing something some where else

 

Where are you checking fuses? You do know there are two fuse boxes, right? One under the hood and one on the passenger side of the console. If you've checked both and found no bad fuses, are you sure you're checking the correct wire and have it wired correctly?
