I believe there is an obdII PID for "miles driven since last code cleared" (wrong wording but you get that idea"

If they cleared the check engine light right before you bought it, you should be able to extract the mileage, subtract what you have driven, and see if it matches the mileage at which you bought it. In which case, I would consider it fraud by misrepresentation. But I'm not a lawyer.

Now that it doesn't start, does the dash light up like a Christmas tree when you turn the key to on, exceeding the bulb check time?

No its normal just the service engine soon oil and battery light stay on

No security light flashing or security light on, or image of key lit on dashboard? Wondering if you have tripped security

Funny mentioned fraud at O'Reillys yesterday they scan tool said it had 290,000 on it bit the s Odometer has 165,000

No none Security light comes on when you turn the Ignition Switch on but goes off with the rest of them like 2 seconds after switch is on

Does it still sound the same when cranking? These have a timing belt and an interference engine. Take the oil fill cap and see if the cam turns when someone turns the key.
