I’d say they are about a second long. About the same length of time you’d hear the horn if you used the key fob to lock the car.

It will honk/ chirp every few seconds when it happens. Sometimes faster.

I think I would try to get it reinitialized/reprogrammed through a Chevy dealer. The other divisions don't give a **** about Saturn's. Should be able to do it with a tech 2. Reasonably certain you can't do it yourself.
I'd never had a reason to look at how the RKE was implemented circuit wise. But The fact that it does not misbehave when the car is running sort of implies The circuit is behaving differently.

If you don't lock it with the fob, does any of this happen? My guess is no but please respond.

It almost sounds as though it is not recognizing that the doors have been locked and is continuing to try to lock the doors over and over which comes along with a horn chirp if configured to do so. In theory, you could have it reprogrammed to have no orange chirps at all and it should not draw extra current to beep the horn. Mind you, I believe it is a control signal to beep the horn, not the RKE module supplying current to the horn. It should just be a control signal to the horn relay. So now I have no idea how that module would have such a draw. I didn't look at the full schematics but there's a bunch of other crap protected by the body fuse so there are other possibilities. Logically it makes most sense to blame the RKE module because there really isn't anything else that would make the horn behave in that matter. As for current draw, that would be the horn circuit being activated in my mind, not the RKE module because it doesn't supply any current to it.

I never really use the fob to lock the vehicle. I also took out the battery from the fob to see if that possibly was causing anything and that also did nothing.

should I just get a module from a junk yard? A place near me has a 96 s series they got in recently

do you know what years are compatible? I’m assuming it’s all s series?

Ok good. Try cleaning the board and contacts and rubber buttons inside the FOB with alcohol, sometimes they stick. New battery?
