Default idle probloms on 1999 sl2

i have a 1999 saturn SL2 1.9L everytime i start my car the idle shoots up to 2500rpm in the summer then very slowly drops after about 2 min,but during the winter when i start it, it goes to about 1200rpm then dies if i dont hold the gas for about 10 min. Then if i drive either in hot or cold weather it dont matter what one i can be driving in, but i can be Doing 45mph with the rpm's at 1500 but the minute i push in the clutch or take it out of gear it shoots up to 2000 rpm or if im Doing 80mph at 3000rpm i can push the clutch in and it goes to 2000rpm and also it stays at 2000rpm untill i either put it back in gear or come to a COMPLETE stop i cant be rolling at all but once i stop the idle goes slowly back to normal(900) it does this every day no matter if the engine is cold or warm, but seems to be worse when its warm, And the check engine light is not on. anyone have any idea what could be causing this? i did check my tps with a volt meter it said it was a constant 4volts with engine off, i thought it was sopposed to be 5 volts but w/e, and with it started and it did respond correctly i did rev the engine and the volts did regulate, but i unplugged it anyways just to be curious and it made no differnce.... sorry if i made it confusing im not very vehicle smart

Start by searching the site....same question has been asked more then once, another good idea is not to add links to off site ads.

Ya'll ain't got to be mean to the dude. Just because he doesn't use punctuation all the time doesn't mean you have to be mean, he's asking for advice, help him out!!
