Maybe go to a shop that specializes in custom exhaust work and see if they can build you one.

Surprisingly there are a few things out there for 3rd generation Saturns 99 and up. One of the comments I read for one of the products included the phrase" hits the oil pan" so you need to carefully do your homework. Don't know how the third generation pre-cat is integrated or if it is integrated into the emissions control. Or if it just operates as a black box and the so-called front O2 sensor is after it and takes that reading. Or maybe it's before it. I just realized I don't know but it is something to consider or shall I say investigate. Meaning the rear O2 is looking for a particular acceptable range and if you buy a header without the pre-cat, I don't think it will reduce emissions enough to not throw a p0420 catalyst below efficiency code because the system will not have done enough conversion.

Literally search 1999 Saturn SL2 headers on Google.

OBX makes them for all Saturn years, but I believe the third gen OBX is the one that hits the oil pan. After that it gets confusing as to what is out there but other options are out there. Not many, though.
