Thank you both so much for the help. I’ve been scratching my head for a couple weeks now trying to figure out what’s going on. What are your opinions on the PCM being bad? Is there anyway to check the PCM to know if it’s bad?
The old CPS is reading 828ohns and the new one is 968ohms. Checked each wire (purple and yellow) all the way from the CPS to the PCM and continuity is good on each.
In all my years of fixin these vehicles with computers I have only found 3 bad processors. 2 at the Ford dealership I worked at and 1 on my 1993 mercury Pillager.
It being OBDI required me to do 2 days of following the troubleshooting tree and I ended up with a "Replace PCM" box for my efforts.
So I replaced that PCM with a used PCM of the proper calibration and I had a fix.
I took the bad PCM to the range and tested it some more. I tested it w/ 32ACP from my wife's pistol then tested it w/a 9mm from a DAO pocket pistol and finally w/45ACP as you can see the Gold Cup's trigger is a beautiful thing!
That testing also went a long way at reliving my stress after spending 2 days "ringing out" the harness on the Pillager!
Now back to your problem...
Usually it's a poor connection, damaged or open wiring, a bad ground, or the infamous "voltage drop". And with only 12 volts to start with a half a volt drop here and a half a volt there and you got a 4-6 volt drop across a particular circuit!
I can't emphasis how many times collective "voltage drops" have added up to create chaos in modern vehicles!
I have no way of knowing if you've tested these circuits correctly but we're going to move fwd assuming your values are correct.
But to answer your question, did you have 200 milliamps AC whilst cranking? Right there in that tree, you'll see that pesky "terminal tightness" that's manual speak for "voltage drop!!

Post your VIN and I'll check on getting a properly calibrated PCM.
I do have a used PCM from a 2001 but it's for a manual transmission different connectors.
