Running out of gas is really hard on the fuel pump. The gas flowing through the pump helps to cool it. Running out of gas could have overheated the pump and damaged it and that could have been the reason it doesn't want to start even when the starter was cranking.

You need to check the fuel pressure, which fortunately the engine doesn't need to be running to do. Of hand it does sound like a starter motor issue. If you know how to jump the + terminal on the starter to the ignition terminal, that would be a good place to start testing the starter, but this starter is very difficult to get to and very difficult to see the terminals. Jumping it with a screwdriver (old school test) probably isn't a good idea. The ignition terminal is probably fully insulated now anyway.
