Saturn Spot --slow right now but a HUGE database of info to dig through if you're willing.....
SaturnFans.com | The Saturn Authority for Saturn Enthusiasts. -- I'd say 5 to 10 members (estimate) who know these cars upside down backwards. The rest of the members are sheep, following the other sheep. Some info is spot on, some way off. Membership and the rate of new posts is crazy bordering on chaos. You can ask a question and within 5 minutes it's pushed off page 1 of the new posts. Maybe someone sees it, maybe not. Might get an answer. That's if you can get logged on without the "server busy" errors.
As you're finding, we don't have all the answers to all the questions; we work towards that goal every day. We don't have 15,000 members and 45 posts/minute -- nor do we want to.
By all means, feel free to explore all the forums to get what you need.
As for the the timing belt tensioner question, I'm not familiar with the L series engines but I would think the position of the tensioner would be dictated by the mounting bolts of the tensioner....

a good idea is to buy a $10 degree wheel and check where the valves open and close as related to TDC cause I found that the markings are not always correct and upon completion the vehicle may run like a dog but I did find Comp Cam spec's for almost every cam they make has an equal amount of degrees that the intake before TDC the valve opens and exhaust valve closes after TDC Usually this will be less than 10 for a stock DOHC motor Hope I didn't add to the confusion.
