Default Electrical glitches 2007 Ion

Hello All;
I am currently trying to restore a 2007 Ion coupe and have run into a problem. The A/C does not work even though fully charged, the cruise does not work even though the LED on the steering wheel lights up, and neither do the power external mirror controls. The fuses under the hood seem to be intact. Are there other fuses elsewhere that could be the cause? The owner's manual says there is a fuse block in the center console accessed through the driver's side panel there, but I popped it and no fuses. Thank for any help.

There is a diagram of a "Floor Console Fuse Block" on page 376 of the 2007 Ion Owners Manual (the one I found anyway). Directions are to remove the console cover from the console (looks like one fastener), and then to remove the fuse block cover. On my 2004 Ion, the fuses are visible as soon as the console cover is removed. But there may be an additional cover on the 2007 model. It lists fuses for HVAC, cruise control module, cruise control switches, and power window switches (power mirrors?). It also lists relays for climate control (RUN relay) and power windows, etc (ACC relay).
