Default Brake help

So i went to do the brakes, and i cant get the wheel off for nothing, i wiggle it and pull it to the point that the wheel turns and the tire still wont come off, is it rusted or is there a step im missing here?

Assuming you didn't miss the step where you remove the lug nuts (sorry, you made that one way too easy), when was the last time (how many miles ago) you had the wheel off? 9K for rotation shouldn't leave a wheel rusted on like that unless they are steelies and you live in a salt state.....

Anyway, a rubber mallet evenly distributed should do the trick.
Do it from the inside of the wheel --- AFTER SECURELY SUPPORTING THE VEHICLE PROPERLY
