Did you pull and measure the fuse or just look at it?
Not being sarcastic for once. May look fine, but if the break is past one of the metal end caps, you can't see it. Always do a continuity check or resistance check on fuses

0 move the turn signal stock up center down center up center down to try to get corrosion off of the contacts. Do the same by working that hazard switch in and out. Don't go crazy. It's an old car and plastic breaks.
In the under hood junction box, check the 10 amp hazard fuse.
In the instrument panel junction box, check the 7.5 amp turn fuse.
The obvious thing that these two devices have in common is the flasher module. That is located on the instrument panel junction block. Try removing it from its socket and see if the terminals are corroded. If they are, the slots where those terminals plug in are also probably corroded. Try some electronics cleaner on them but don't douse anything.
One of the pins from the flasher unit goes directly to ground. If it's not grounded, the flasher unit will not flash. So you may have lost your ground. Without it, no flashing.
But check the contacts first. Simplest explanation is often the right one
