See if you can find someone (not a mechanic) who has an OBDII scanner (not just a reader) and have them scan ALL of the systems in the car (airbag=SRS, TCM=Transmission Control Module, ABS=Anti lock brakes, etc). A proper scan tool can access codes stored for these non-engine and emissions systems. The readers at AutoZone only read the engine and emissions related codes.
You should get a code that pretty much tells you what part of the SRS is not functioning correctly. Sometimes even right down to which impact sensor is no longer talking to Papa Bear. After all these years, I am surprised they have lasted this long without issues....
If you can't find an average Joe w a proper scanner, of course you can take it to a reputable independent mechanic. At this point, the avg GM tech doesn't know any more about Saturn S cars than the independent mechanic. They both have access to more or less the same diag info.
Many GM dealers are now refusing to work on Saturn's due to the unavailability of parts, though most can be found at a junkyard with fresh dead S cars if that becomes the only option.
Yeah, so get it scanned with a real scanner and please report back w the code combo of letters and numbers, NOT what the code says it is. We'll try to help you out.

A diag session will run you about $90 to $100, but since the car has only the two front airbags, it's probably worth the money to fix from a safety perspective if it is your daily driver and you plan to run it into the ground.
