2007 Saturn Vue AC issues
(2007 Vue, base, V6) AC will not blow when in idle or anytime my foot is off the gas. Works great on the highway obviously. Diagnostics shows up clean. Any help or ideas would be appreciated!

Maybe the belt is slipping at idle and when you rev the engine or drive it, the belt tightens enough to spin the clutch? IDK, I'm NOT a mechanic. But, I'd check the belt for slack and if it has some, look at the belt tensioner. Maybe it's defective.

Are the cooling fans behind the radiator and condenser turning on when you engage the AC?
They are programmed to do so on most newerish vehicles. If they are not, then you will see what you see since air is being forced across the condenser only when the vehicle is moving.
Have you checked the AC system pressure?
This can also happen when the refrigerant level is low. It is an RPM dependent compression thing.
Pressure check is most definitely in order. You can usually get a gauge set via loan a tool at AutoZone or similar.
