Like every latch is has to work in order to operate .... see if you can put it in the lock position by hand. See if the release strap is letting go back, and a Happy St.Patricks Day to you.

Or the latch may already be in the locked (closed) position so that the latch can't grab around the hook mounted behind the top of the rear seat.
Just make sure you remember how you get it from its current state to whatever state you put it into so that you can put it back if/when needed..

rjion, just bear with me here, ive never owned a saturn before. evidently mine does not have a 'release strap'. perhaps its already MIA. I'LL have to try to find one to look at or something.
I believe all the strap does is pull the seat back at "just such an angle" so as to allow the mechanism to disengage -- therefore, you should be able to do so without a strap with some experimentation. The strap does not actually activate or connect to the mechanism itself
I find it hard to believe that someone could actually tear off one of those straps the way they are sewn in there....but i guess anything is possible...
I will check one of my cars in the morning ensure this is correct--- at which time I'll edit this if I'm wrong.
Can you post a picture of the latch mechanism in the back of the seat?
