What is the small red filter for? Is it a problem if my car doesn't have anything where that filter is?

It's an oil breather filter and it's used instead of running the hose from that spot to the intake piping. It has other mechanical benefits as well. Re-read that forum and you'll be able to see a link as to more information...

Okay, I see what it is for but is it bad to have neither a hose or filter on it and have it just open to the engine bay?

You should definitely get something... If you have the stock intake still, go to AutoZone and pick up some tubing and make your own (it'll cost alot less and do the same thing as the stock one). If not, check to see if your intake has a spot for it (if it does follw the steps as if it was stock) and if not, then you should look into picking up a filter for it.
