Clicking noises

I have a 94 sc1 auto tran that makes weird clicking noises where the e brake is. I think its an electrical issue because it does not start or turn over for that fact. I've jumped the the car and it ran fine with no problems. I let the alternator charge the battery for about ten minutes then shut it off. Went to start it again to make sure it would, the clicking noise under the e brake returned and the same problem occurred. We have replaced the battery, but not the starter because the clicking noise happens even when the key is not in the ignition. Any thoughts on what might be the problem here? We also cleaned the battery cables and they are fine as well.

Could your alternator be draining the battery?

I thought that might be the case but the fact the clicking noise goes on even when the door is shut and the car is off is whats got me confused.

I believe you just might be hearing the relays from the passive restraint belt system -- you have the shoulder belts that slide back and forth, right?
