A/C Clutch question

Hi all,
If the AC system is low and is in need of a charge would that prevent the clutch from kicking in? We just got the car 94 sc1 1.9 and the AC switch lights up but I do not hear the AC compressor kick in and before I spend a whole bunch of cash I just was wondering if it just needs a charge in order for the compressor and clutch to kick on.

sw2cam,

Thank you!! I thought so but I thought that I had better check with the pro''s before I did anything more stupid. by the way the compressor and clutch does move freely when I try to spin them and the belt seems to spin just fine. I will try a charge on the system and let you know.
