Sounds like you might need to replace a few bulbs in there, I can see my needles perfectly when turned all the way up.

Ive looked around and the only things i have seemed to find were white faced gauges. And even then I dont know how easy that is to get at this moment. I remember seeing an LED swap guide on sixthsphere or one of the other saturn forums, but I have seemed to misplaced the link.

If anything - go to pepboys and pick up an LED strip/ LED lights and mock them up to light your dash.

dash should light up just fine to see the needles if all your bulbs are intact and you have the dash light dimmer **** all the way clockwise

Normally theres a light strip along the top of the gauges, which shines down and illuminates the needles.
However, I noticed your odometer isnt digital, so there might be something different btween years. (probably not though)

This is a video i put on you tube to show a problem but you can get a good look at how the gauges are suppoded to light up.
