Default outlook dim low beams

I have an 2008 outlook that has the halogen headlights, at night the low beams are not bright at all. The blinker is brighter than them. It seems like the drl just stay on all the time, I dont see any change between drl and low beam brightness. I have replaced the low beam bulbs and connectors. Any suggestions? Thanks

I believe the DRL lights are your high beams. Therefore, when you are switching to what you think are high beams on, you may actually be switching to low beams. Just a guess at this point.

Have you verified while standing in front of the vehicle which bulbs are lit when you try to engage high beams?

It definitely does sound like something is not quite right.
