Is this part (GM 10357901 Duct Asm,Air Cleaner Outlet W/ Resonator) supposed to have oil anywhere on it? If not, what could be the cause for this?

Note: if that's oil, which I'm sure it is, the reason it's color might look a little off is because I recently did an oil change and added some UV leak detection dye to the oil

Edit: there is no oil inside the hose part of it. Also, should this part ever be replaced on a regular, like say, an oil filter?
