Scan Tool not working (OBD2 Port not working)

Here's the 5 year update, "bro". Daughter's car, could never get a scan tool to work on it, so she couldn't get it inspected and had to take it off the road. She sold it to her older brother for $500 who now races the Saturn at our local track, Seekonk Speedway. He's a mechanic with one of those super fancy wireless scan tools that Firestone bought, and could never figure it out. It's a CAN network, so it could be a bad termination point or something stupid like no factory radio.
Man, I'm getting to where I can't even do simple math anymore. 5 years? WTF? It's not even two years, LOL. That's what I get for getting on the forum after having gotten about 4 hours sleep. I had to get up at 4:00am yesterday in order to get my wife to the hospital to have a fractured ankle fixed. Got home about 3:30 pm. Sorry for the screw up. Hello All and Mitch That's Life, It is what it is. Tell her brother, that Saturn racer has a PCM problem or it's data line to the DLC. That will give you a see nothing condition trying to scan. Can't remember the outfit but saw them the other day on YouTube. Had them test and recondition a PCM for me, maybe $150 about 10 years ago and it worked fine till the car got retired.
There are code readers and code scanners. Code readers usually only read the P codes which are the ones that will cause you to fail inspection.
Code scanners scan the computerized modules within a vehicle and return not only the P codes, but also manufacturer specific codes for the body control module BCM, communications codes U codes and other codes used only by a particular manufacturer and stored in memory.

My son's Vue is a 2002, V6 AWD, automatic not CVT.
So a Code "Scanner" gives us better info? Especially if we're thinking the BCM is bad? The guages are giving us fits; needles will work for 2 seconds, then quit, then come back - sometimes. We just replaced the liftgate latch (refurbished one off EBay) hoping to fix the "Liftgate Ajar" light, to no avail. Speedo needle quit, replaced the Vehicle Speed Sensor as some forum posts have said they go bad. Door locks, security light - seem to have a mind of their own.
Can you recommend a decent scanner? If the Body Control Module is bad, will the OBD-II plug still give data?

Our Scanner is actually a scanner: Made by Wejowe, V519 OBDII scanner. Thought I bought it at NAPA, but it's from Amazon, UPC 753878811857 and plugged into the OBD port it gives us nothing.
