Welcome indeed

Welcome to the forum. It's a Saturn, so don't expect to find much aftermarket support. It's a dead car company.

Yeah, I didnt figure there would be a bunch, but i was hoping to do some new tire/rim set up and whatever other cool things I can do without a spending a million dollars.

Try tirerack, com for some nice wheel/tire combinations.

Ignore the turbo comment -- I think in S car land.

The ECM is tunable on the Ion, though I do not know how much you can get out of it for a non Redline (supercharged) model. I'm sure it's out there on the net. Hopefully, our resident Ion expert will stop on by and explain your options

They run pretty well stock if in good tune, of course there are handling and brake improvements out there. A larger diameter wheel and a different profile tire is a good start. I am running 16” Saab wheels on my L series and it looks much better than the factory wheels in my opinion.

Sorry to bring bad news, the 03-04 L61 is not tunable by any programming software... 05-06 is tunable via Trifecta and 07 is HPT compatible... that being said, there are options available to piggyback tune your car... the stock calibration can handle full bolt ons without a CEL, and you can gain about 25-30bhp in the process... anything further will be expensive...
